JE वोट मांगने वाले, खुद को JEs ke हितैषी बताने वाले , खुद अपने JE नेता के साथ दुर्व्यवहार करते हैं क्योंकि उन्होंने चंद सवाल क्या दाग दिए।

सच तो है की 20 साल से सत्ता पर काबिज इन दोनो यूनियनों ने बीएसएनएल रिक्रूट JEs ke लिए किया ही क्या है। 2017 के बाद JE to JTO एग्जाम नही हो पाया, इन्होंने क्या किया। रिस्ट्रक्चरिंग के बाद सारी की सारी जेटीओ सीटों का सफाया हो गया, इन यूनियनों ने क्या किया। जहां तक अधिकारी वर्ग से संबद्ध एसोसिएशन ने 2020 के पहले की सारी रिक्तियों को भरवाया JTO to SDE और यहां तक को SDE to AGM में भी वहीं हमारी इन नाकारा यूनियनों ने रिक्तियों की संख्या 2020 के बाद निर्धारित करने पर मुहर लगा दिया जिसका खामियाजा ये हुआ की महज 1000 पोस्टों के लिए एग्जाम हुआ और दूसरा एग्जाम भी अधिकारी वर्ग से संबद्ध एक एसोसिएशन के कहने से हुए ( मैनेजमेंट से जारी मिनट्स के अनुसार). फिर इन नाकारा यूनियनों को कोई भी JE क्यों वोट दे। 

BTEU सदैव इन यंग JEs के साथ खड़ी है और इनके हितों के लिए संघर्ष भी किया। हम वादा करते हैं कि इन यंग JEs ke साथ हुए अन्याय को हम सही कराएंगे चाहे इसके लिए हमे कितनी ही दूर और कितना ही ऊपर जा के संघर्ष करना पड़े। हम ये भी वादा करते हैं की जितने पर हमारी काउंसिल का नेतृत्व हम इन यंग JEs भाइयों एवं बहनों को भी देंगे ताकि वो सारी डिस्कशन और रेजोल्यूशन के भागीदार बन सके।

हम कटिबद्ध हैं अपने JE भाइयों एवं बहनों के हितों की रक्षा के लिए।

इसलिए हम सभी JEs भाइयों एवं बहनों से करबद्ध निवेदन करते हैं की इन दोनो यूनियनों के बहकावे में न आएं, इनको वोट देकर अपना कीमती वोट न बर्बाद करे।

WHAT HAPENED TO MY PERKS ALL THESE YEARS, WHO ATE THEM

Never ending story of management not extending perks to employees since 1.1.2007 and curious silence of the retired union leaders*: It is unfortunate that even after 15 years perks have not been extended to employees, LTC is withdrawn, Medical allowances haa been reduced to mere 15 days now, medical reimbursement without vouchers has been stopped and these retired leaders of the unions who were in the lead position never raised any voice. They kept silent and never even put the extension of perks and allowances in their list of demands or agenda. The tution fee reimbursement, children education allowances, TA DA.. nothing has been increased and NFTE and BSNLEU always remained silent. Why. What stopped them. Why no voice raised. Whether this silence came for free or something was offered in exchange of this silence. Questions are many but answers are none. 

BSNLEU and NFTE should answer why they couldn’t force management to extend perks for last so many years and why they accepted all the decisions of management like withdrawal of LTC, withdrawal of Medical without vouchers, medical allowances reduced. BSNLEU and NFTE must answer why the TA DA rules of department are still not revised. Why they never raised the issue. They talk so much big, they sell dreams but in reality they don’t do anything which benefits the employee.

*Therefore we appeal to all employees- Vote for the revision in perks and allowances, vote for restoration of medical facilities as per orginal BSNLMRS, vote for restoration of LTC, vote for extending all the perks, vote for  BTEU.*

WITHER RECOGNISED UNIONS

The Curious Case of Pending 3rd PRC and adamant attitude of the retired union leaders*-  It was an open secret that in year 2019, during discussions with All Unions and Associations, Government offered implementation of 3rd PRC with 5 percent and also assured that later on 10 percent can also be done but both these union leaders instead of accepting the proposal, remained adamant on 3rd PRC with 15 percent.  A written assurance of 5 percent fitment was given and Honarable Minister invited all to have a talk but such was the arrogance of these leaders that they kept Honarable Telecom Minister waiting and did not go for the talks. It is also learnt that leaders of associations who were working in department tried to convince these leaders to accept the proposal and pursue for more in due course. But all the Unions having retired from service leaders and one association whose leader was recently retired opposed and said they should continue with strike. Pulwama Attack and repeated requests by CMD BSNL at that time couldn’t move these arrogant, adamant and retired leaders. They only wanted to please their federations who were more interested in putting government on bad light instead of resolving the issue. History tells and proves that most of the strikes by them have been called when elections are due to be held either at centre or in major states.

This is the reason that retired leaders and such unions must be shown the door and the unions with the leader working in Department should be elected to represent the issues. Only a working leader can think for employees and not these retired leaders.

*Therefore, now after 22 years of mismanagement by these Unions, all the employees are requested to vote for change, vote for better future, vote for a leader who in one amongst employees, vote for BTEU BSNL AT SL. NO 2. THINK WISELY AND VOTE WISELY.

22 precious years of BSNL wasted

Today we are in 22nd year of BSNL Formation and the two Communist Unions always remained in Power. Despite getting the mandate of BSNL Employees, all these unions were able to do was to push BSNL towards almost closure. It was the towering Presence of BTEU with strong back up support of BMS, that BSNL could get two revival packages. 

Just imagine the fate of BSNL without these revival packages.

It will not be out of place to mention that both these unions tried their level best to derail the revival packages and opposed the revival package tooth and nail.

It was the effort of BTEU with strong support of BMS,  which saved the day for BSNL. 

Without these revival packages, BSNL would have reached its doomsday by now with no salary, no maintenance, no capex, no opex. 

It’s time to punish the culprit Unions – Remove BSNLEU and NFTE from regaining Power again.

VISION DOCUMENT OF BTEU BSNL

The two day meeting of the Circle secretaries and CHQ office bearers of the CHQ was held at New Delhi on 12, 13 September and has prepared a Vision Document for the ensuing Membership Verification in BSNL. This Visiion Document will be implemented within 100 days from the date of getting No 1 Union status in the BSNL by the Bharatiya Telecom Employees Union (BSNL) This is no second opinion on this. We earnestly appeal to all the BSNL employees breaking their shakles to come forward and vote in favour of BTEU BSNL at SL. NO 2 in the ballot paper on 12th October 2022. Give us a clear mandate to get the agenda which we have set to implement.

Time has come for all the BSNL employees to bring a change for their betterment. For the past 22 years, the recognised unions have take the employees for a ride. 

a) Promoti9on policy is a punishment policy

b) Wage revision delayed inordinately. The Govt and management offered 5% fitment in February 2019, why it was declined and why the recognised unions agreed for fitment with ZERO percent in November 2021 and again went back on it

c) Why Perks were not given to the employees even after 22 years of their rule/misrule. 

d) Why were thousands of employees allowed to stagnate for years together. Thousands retired on stagnation. 

e) Whey did they forego BONUS

f) When LTC was banned why were officers on deputation allowed to go on LTC at the cost of the BSNL employees.

g) Why all sorts of allowances were denied to the employees

h) Whey should the employees pay for medical insurance premium.

There is no end to the questions, they have no answers for any of them. It is time the employees think of an alternative.

The recent utterances of the CMD BSNL and the Hon’ble MOC have pained the rank and file in the BSNL. Instead of boosting the morale of the BSNL employees, the CMD BSNL and also the Hon’ble MOC are demotivating the employees.  Lakhs of employees from the lowest strata to the higher echelons in BSNL and its original avatar i.e. DOT have toiled day and night to run the system as smooth as they could.

The actions of the Political bosses and external management have often resulted in chaotic conditions in the company. The right hand did not know what the left hand was doing. We were thrust into the company against our will. The company made huge profits upto 2004 and what hapened next was history. Inept politicians played their dirty games with the company and the staff. Expansion of the network was deliberately stalled, 3G roll out was delayed, spares were scarce to get. External management who have no say in the company ruled us enjoying all the benefits at the cost of the company employees. HR policies took a back seat.  4G tender was twice cancelled.

History was created in the world in June 2007, when the entire lot of employees stuck work for a day demanding supply of equipment to run the company.

The towers of BSNL are as meagre as its acronym.  It is perhaps the only PSU in the country wherein the employees pay from their salaries to get the system running. Every month all most all the employees from the JE level to the DE level spend huge sums of money with the fond hope that the BSNL would one day regain its lost glory. Lakhs of rupees of the employees are held   up for years together and most of them have lost hope of reiumbursement. Many have retired without being paid.

The main reasons for the failure of the company to a larger extent could be due to :

a) Poor marketing strategies

b) No proper HR management

c) outdated equipment

d) Lack of functional autonomy

e) Interference of the administrative ministry and politicos.

f) External management.

Finding fault with the employees and threatening them with dire consequences is only a knee jerk reaction and would be counter productive in the long run. Instead the reasons of the sorry state of affairs should be thoroughly analysed and concrete solutions be found so that the BSNL would regain its lost glory.

बीएसएनएल को सरकार द्वारा राहत पैकेज मिलना बहुत ही यथोचित कदम है लेकिन मीडिया के एक वर्ग को बहुत कष्ट हो रहा है और इसकी आलोचना कर रहे हैं ये वही मीडिया है जो अपने मालिकों के हित के लिए अनाप शनाप लिखते रहते हैं उनकी लेखनी बिक चुकी है। जिसे ये भी समझ नही है कि स्ट्रेटेजिक होता क्या है। उनके लिए देश हित नही अपने मालिकों का हित सर्वोपरि है। पहली बात तो ये है कि टेलीकॉम सुरक्षा से जुड़ा मामला है और इसे पूरी तरह से निजी हाथों में देना देश के लिए खतरनाक है वो भी जब आसपास दुश्मन हैं। 

आज मीडिया के खास वर्ग को टैक्सपेयर के पैसे की बहुत चिंता हो रही है ये उनकी टैक्सपेयर की चिंता नहीं है बल्कि अपने मालिकों के आमदनी की चिंता है जो चाहते हैं कि टेलीकॉम में एक दो निजी कंपनी रहे और वो मनमाना दाम बढ़ाए और उस समय जनता के पास कोई रास्ता न रहे। फ्री का नाटक करने वालों में कितना रेट बढ़ाया अब वो किसी से छिपा हुआ नही है। मान लें अभी अगर बीएसएनएल न रहे तो जो दो तीन कंपनी है वो अपना टैरिफ कई गुना बढ़ा लेगी और कोई कुछ नही कर पायेगा तब उस समय टैक्सपेयर के पैसे का क्या होगा। क्या देश की सुरक्षा से बढ़कर पैसा होता है। करीब साल भर पहले जब निजी कंपनियों को पैकेज मिला था तब तो मीडिया को कोई टैक्सपेयर का चिंता नही हुआ था।

 इन चमचों ने कभी से पूछा कि बीएसएनएल में अभी तक 4G क्यों नही है ये कभी नहीं पूछेंगे। टैक्सपेयर के पैसे के चिंता का नाटक इनका कुछ खास लोगों के हाथ में पूरे इंडस्ट्री को देने प्रयास है।

बीएसएनएल इकलौती टेलीकॉम कंपनी है जो देशी टेलीकॉम इक्विपमेंट का प्रयोग करती है चाहे वो VNL हो ITI हो या तेजस हो या TCS या HFCL हो बाकी सारी कंपनी सिर्फ विदेशी इक्विमेंट का प्रयोग करती है। जितनी भी निजी दूरसंचार कंपनी है उसमे विदेशी हिस्सेदारी है सिर्फ बीएसएनएल एक स्वदेशी कंपनी है।मीडिया के इस खास वर्ग का विरोध स्वदेशी का विरोध है आत्मनिर्भर भारत की और बढ़ते  सरकार के दृढ़ इच्छाशक्ति का विरोध है। बीएसएनएल ना रहे तो ये बहुत सारे देशी इक्विपमेंट बनाने वाली कंपनी भी बंद हो जाएगी क्योंकि कोई खरीदार ही नही मिलेगा। 

लाभ वाले जगह पर तो सभी सेवा देती है बीएसएनएल एक सरकारी कंपनी होने के नाते हरेक घाटे वाली जगह जैसे कि जंगल,पहाड़,दुर्गम स्थान ,नक्सल प्रभावित इलाका सभी जगह सेवा देती है मीडिया के खास बिकाऊ वर्ग को बताना चाहिए कि क्या उनकी महान कंपनियां वहां सेवा देगी। 

बीएसएनएल सुरक्षा के दृष्टि से बहुत जरूरी है और करीब करीब सभी देश के पास एक सरकारी दूरसंचार कंपनी है। अभी तो सूचना का समय है। एक छोटा सा उदाहरण है कि लगभग सभी के पास फ्रॉड नंबर से कॉल आता होगा जो येन केन प्रकार से ठगी करते हैं उनके एक बात जरूर नोटिस करें कि वैसा कॉल कभी भी बीएसएनएल नंबर से नही आयेगा जब सिर्फ थोड़े से फायदे के लिए किसी भी फ्रॉड को नंबर दे दिया जाता है जब ज्यादा फायदा होगा तो ये क्या करेंगे समझ सकते हैं। आपको क्या लगता है कि वो फ्रॉड अपने नाम पता पर सिम लेता होगा कभी नही ये दूसरे के नाम पता पर सिम लेता है और उसे प्रोवाइड भी कर दिया जाता है । बीएसएनएल में प्रॉपर तरीके से सिम दिया जाता है जिस कारण से कभी भी बीएसएनएल नंबर का फ्रॉड कभी उपयोग कर ही नही सकता है। बीएसएनएल देश के आर्थिक सुरक्षा के लिए भी बहुत जरूरी है। बीएसएनएल का लक्ष्य फायदा कमाना नहीं बल्कि देश के सभी इलाकों को बेहतर दूरसंचार सेवा देना है चाहे वो घाटे वाला इलाका ही क्यों न हो

Cabinet  approves revival package of BSNL amounting to

Rs 1.64 Lakh Cr.

Telecom Minister Shri Ashwini Vaishnaw Ji has stated that Telecom is a strategic sector. Presence of BSNL in telecom market acts as a market balancer. BSNL plays a crucial role in expansion of telecom services in rural areas, development of indigenous technology and disaster relief. To make BSNL financially viable, the Union Cabinet chaired by Prime Minister Shri Narendra Modi today approved the revival package of BSNL amounting to Rs 1.64 Lakh Cr. Revival measures approved by the Cabinet focus on infusing fresh capital for upgrading BSNL services, allocating spectrum, de-stressing its balance sheet, and augmenting its fiber network by merging Bharat Broadband Nigam Limited (BBNL) with BSNL.

  1. Upgrading BSNL services
  2. Administrative allotment of Spectrum: To improve existing services and provide 4G services, BSNL will be allotted Spectrum in 900/1800 MHz band administratively at the cost of Rs 44,993 Cr through equity infusion. With this spectrum, BSNL will be able to compete in the market and provide high speed data using their vast network including in rural areas.
  3. Financial support for capex: To promote indigenous technology development, BSNL is in process of deploying Atmanirbhar 4G technology stack. To meet the projected capital expenditure for next 4 years, Government will fund capex of Rs 22,471 Cr. This will be a significant boost to development and deployment of Atmanirbhar 4G stack.
  4. Viability gap funding for rural wireline operations: Despite the commercial non-viability, BSNL has been providing wireline services in rural/remote areas to meet the social objectives of the Government. Government will provide Rs 13,789 Cr to BSNL as viability gap funding for commercially unviable rural wire-line operations done during 2014-15 to 2019-20.
  5. Increase in authorized capital: The authorized capital of BSNL will be increased from Rs 40,000 Cr to Rs 1,50,000 Cr in lieu of AGR dues, provision of capex and allotment of spectrum.

 

  1. De-stressing BSNL balance sheet
  1. Debt structuring: Government will provide sovereign guarantee to these PSUs for raising long term loan. They will be able to raise long term bonds for an amount of Rs 40,399 Cr.  This will help restructuring existing debt and de-stressing the balance sheets.
  2. Financial support for AGR dues: To further improve the balance sheet, AGR dues of BSNL amounting to Rs 33,404 Cr will be settled by conversion into equity. Government will provide funds to BSNL for settling the AGR/GST dues.
  3. Re-issue of preference shares: BSNL will re-issue preference share of Rs 7,500 Cr to the Government.

 

  1. Augmenting BSNL fiber network
  1. Merger of BBNL and BSNL: To facilitate wider utilization of infrastructure laid under BharatNet, Bharat Broadband Network Ltd (BBNL) will be merged with BSNL.  The infrastructure created under BharatNet will continue to be national asset, accessible on a non-discriminatory basis to all the Telecom Service Providers.

With these measures, BSNL will be able to improve the quality of existing services, roll out 4G services and become financially viable. It is expected that with the implementation of this revival plan, BSNL will turn-around and earn profit in FY 2026-27.

 

The Hon’ble Minister has further stated that there is no Need for a 2nd VRS in BSNL and as such has put to rest all runours being floated by vested interests.
