CMD BSNL CONVENES MEETING WITH UNIONS ON MERGER & OTHER ISSUES

As notified earlier the CMD BSNL has convened a meeting with all Unions and Associations on the issue of BSNL, MTNL merger and also on developmental issues of BSNL. The following represented the CHQ. S/Shri VVS. Satyanarayana, President, R.C.Pandey, GS, Ajay Singh AGS. At the very out set, the CMD BSNL has stated that financial position of the company has improved but not to the extent it should have been and praised the work force for this. He dwelt about the 4G saturation  works and its implementation etc, indigenous  technology usage and targets were also explained. Our President / GS explained about battery & power plant issues which are to be attended to on priority basis as the customer base depends on these two vital issues i.e. the net work gets affected if there  is no proper battery back up to the BTS sites.  The CHQ has also brought to their notice about the unnecessary pressure being  mounted on the non executives in the name of SIM selling.   The CMD stated that Purchase order for procurement of 20000 battery sets at a cost of Rs. 30,6000 crores has been issued and the entire order is expected to be delivered by December 23 in a phased manner.  The CMD then dwelt on the issue of Merger of MTNL and BSNL and stated that the Govt of India wants this merger to take place immediately and none can stop this and asked the unions and associations to spelt out their views on this in writing within a short time.

The CHQ has asked the CMD BSNL to ensure that the 3rd PRC is implemented within 3 months as the management can do this if it can and then only proceed towards merger of the two CPSUs. Without 3rd PRC merger is meaning less the CHQ   told the CMD BSNL.  The meeting lasted for about 3 hours.

CHQ SERVES NOTICE ON BSNL MANAGEMENT FOR AGITATION ON VARIOUS DEMANDS

The National Executive of the Bharatiya Telecom Employees Union BSNL was held in Vishakhapatnam in December 2022, it has been decided there to launch an agitation on various issues concerning non executive employees in a phased manner from February 2023. MEETING OF BTEU BSNL & BDPS LEADERS WITH HON’BLE MOC ON 8.2.2023

On 8.2.2023 a Delegation comprising of S/Shri VVS SATYANARAYANA  President CHQ, R.C.PANDEY, GS BTEU, H.V.SOVANI, GS Bharatiya Doorsanchar Pensioners Sangh & Dharam Raj Singh, GS MTNL Mazdoor Sangh met Shri Ashwini Vaishnaw ji Hon’ble Minister for Telecom. Shri Girish Arya ji All India Secretary BMS  was also present.
The following issues were discussed with the Hon’ble MOC.
1. Implementation of 3rd PRC
2. Revision of Pension of Retired employees of BSNL
3. Improvements in BSNL MRS to working employees i.e. empanelment of Hospitals etc
4. Payment of wages to Contract workers through Direct transfer of wages into their bank account
5. Promotion of Non executives under seniority cum Fitness
6. Issue of Presidential orders to all left out officials
7. Govt status and bringing officials from EPF to GPF.
The Hon’ble MOC gave a patient hearing and assured that 3rd PRC will be implemented shortly in BSNL and also stated that 4G will be rolled out within 3 months. He has further assured to get the other issues examined.

With regards to Revision of Pension of retired employees of BSNL the BDPS Presented a memorandum demanding Pension Revision at par with CG employees. The Hon’ble MOC stated that the Pension Revision issue  is delinked and that the issue is in final stage and some  favourable orders as the BDPS wished will be issued soon. The CHQ thanks the Hon’ble MOC for sparing his time despite busy Parliament session and also thanks the BMS for arranging the meeting.

MEETING OF JOINT FORUM OF NON EXECUTIVES

This is to inform that the CHQ has participated in Non-Executives joint forum meeting held on 7.2.23 at Delhi, all the unions in the forum participated.
Chairman & Convener of the joint forum (NFTE & BSNLEU) proposed and took the decisions as fallows;
To work for settlement of
1) Wage revision
2) New promotion policy
3) 4/5G services
It has been decided  to oppose the  letter by the management  which stated that Negotiations with joint forum will not be held as it has no santity. The Chairman & Convener will write a letter to CMD, on this.
Latter on the Joint forum will take up with CMD, Secretary DOT and MOC for settlement of wage revision, new promotion policy and launch of 4/5G services without any further delay.
Then the President and GS BTEU  appealed  to them to  add our BTEU in the wage negotiation committee. For this they assured that this will be looked into and revert back to us.
The CHQ will review the decision with the core committee after receiving the reply from the leaders of Joint Forum and will be communicated to you.
