BTEU heartily congratulates and welcomes Dr.Chandra Sekhar Pemmasani as Union Minister of State for Telecom.

Shri Jyotiraditya Scindia ji is appointed as Minister for Telecom. BTEU BSNL welcomes him and wishes him all the best.
As per present orders, employees are allowed to change their union membership once in a year. The window for the employees to submit authorisation for change of union membership will be opened from 16th June to 15th July. All the circle and district unions are requested to utilise this opportunity for increasing the membership of the union. A copy of the Corporate Office letter is kept in link orders.
The BSNL management has convened an informal meeting with BTEU on 31.05.24.
The management side was represented by DIRECTOR (HR) , PGM (SR & RESTRUCTURING), PGM (ADMN), PGM (ESTABLISHMENT) and DGMs from respective wings attended.
The CHQ was represented by President CHQ (V V S Satyanarayana),
GS BTEU (R C Pandey), Dy GS (Ajay Singh), AGS (Krishna Kanhaiya), CS UP West (Tej Pal Singh).
1. The GS elaborated about the non implementation of 3rd PRC as it is causing financial loss to employees since last 8 years and requested that till such time PRC is implemented IDA as on 1.1.17 should be merged. Management assured to look into this.
2. The union demanded that the NEPP be scrapped and a New Promotion policy be introduced as the present policy is out dated and causing immense harm to the career & financial pay prospects of non executive employees.
3. There was a detailed discussion on the Pay Scale of JEs in BSNL as represented in letter. The union stated with strong justification that the entry Pay Scale for JEs should not be less than 35700. Director HR assured to look into this.
4. With regard to request transfers in JE cadre and also on spouce & Pwd grounds the union demanded that the same should be considered without much delay and represented strong justification by analysing DOT and BSNL official data of FY21-22 based on revenue , wired & wireless subscriber comparing with other telecom operators vs future growth potential and requested to revisit the norms for uniform distribution of staff to sustain in market competition in each circle. Director HR agreed to this and instructed PGM Restructuring to study the case and analysis for further action.
5. The union requested for revival of LTC to employees. Director HR will discuss this with Finance wing and positive result will come.
6. On out door medical bill reimbursement the union demanded for restoration of status quo with regards to number of days. The Director HR agreed to reconsider this.
7. With regards to implementation of 7 CPC for TSM and part time workers the management stated that the same will be implemented after 3rd PRC is implemented.
8. With regards to empaneled list of hospitals under BSNL MRS, Director HR stated that all circles are advised to empanell maximum hospitals in all BAs and OAs. In case the same is not done action will be taken on errant circles.
9. Union urged for 2nd Saturday leave for the field and all others and that office work would not be hampered in terms of *C off in coordination within a team or extra pay for the work. Director HR agreed and said I have worked in the field and understand this pain will look into feasibility for all.
10. Minimum 10 yr age relaxation and some marks preference for departmental experienced meritorious candidates to compete in Direct Recruitment of Senior Executive Trainee Recruitment Rule 2024. Director HR assured to analyse the case and respond.
11. Union raised issue of lowest travelling allowance which is creating huge problem in current inflation for working employees. Director HR agreed to consider this.
Management asked memorandum to submit all the points discussed for further follow up. The union thanked the management for the uh meeting and requested for more such interactions once in a quarter.

Update on Meeting of Recognized Associations and Unions with CMD BSNL to Discuss Organizational Transformation with BCG Consultancy Services:
The recognized Associations and Unions, including AIGETOA, BTEU, SNEA, BSNLEU, and NFTE, along with the Welfare Association SEWA, were invited to a meeting with the CMD BSNL today. The primary purpose of this engagement was to discuss the appointment of BCG Consultancy services for strategic organizational transformation within BSNL, with the aim of establishing the company as a leading brand in the telecom sector.
BTEU was represented by Shri R C Pandey GS & Shri Ajay Singh Dy GS and AIGETOA was represented by Shri Ravi Shil Verma GS & Shri Pavan Akhand Dy GS.
Key Discussion Points:
1. Quality of Service (QOS): BCG’s role in enhancing BSNL’s QOS, ensuring reliable and consistent services for customers.
2. Customer Centricity: Strategies to improve customer satisfaction and loyalty, making BSNL the provider of choice.
3. Sales and Distribution: Optimizing sales strategies and distribution channels for better market reach and revenue growth.
4. Cost Reduction: Identifying areas to reduce operational costs without compromising service quality.
5. Performance Management: Implementing effective performance evaluation and improvement systems for employees.
6. Brand Strengthening & Growth: Developing BSNL’s brand identity and market presence to attract new customers and retain existing ones.
During the meeting, we raised concerns about the rumors of BSNL planning another Voluntary Retirement Scheme (VRS) with the appointment of BCG. The CMD BSNL categorically denied these rumors, confirming that there is no proposal for a VRS and the consultant has also been directed to suggest the measures of utilising the full existing strength.
We also brought attention to the issue of low motivation among field staff, emphasizing the need to address HR issues promptly. GS AIGETOA categorically raised the issue of promotions, Pay Scales and 3rd PRC and sought support of management in addressing these concerns at priority. We also raised the concern on conducting this exercise when multiple rounds of such consultancies have already been done in BSNL with not much appreciable results. CMD BSNL explained that Project Shikhar has helped the organisation in bringing some major structural changes like creation of vertical wise operations, creation of a new vertical of EB, many structural reforms which helped in sustaining this organisation. He said though few consultants couldn’t give desired results but all efforts shall be made to convert BSNL into a profitable organisation through this consultancy exercise. We said unless the internal customers of the organisation i.e. employees of BSNL are motivated and unless their HR issues are addressed, any such exercise will not give the desired results and requested to address the HR issues on priority.
GS BTEU requested that mobile reimbursement be extended to non-executives, recognizing their similar use of BSNL applications in the field. GS BTEU also raised the concerns of non executives like stagnation and lack of promotions and requested to solve them on priority. GS BTEU also requested for implementation of 3rd PRC in BSNL. He also emphasized upon the need for utilization of JEs in a proper way in organization and provide them more opportunities of promotion through provisioning of more posts.
In conclusion, we highlighted the importance of addressing HR concerns and transforming BSNL in parallel, ensuring that employee welfare and organizational growth go hand in hand. The meeting concluded with a positive outlook, and we look forward to further constructive dialogue and action towards making BSNL a leading telecom brand.

Sri VVS SATYANARAYANA CHQ PRESIDENT, VICE PRESIDENT Sri K PUNNA RAO and AGS Sri CHV SATYANARAYANA met Director HR BSNL board Sri N Kalyan Sagar ji and discussed several issues pertaining to BSNL non executives.
