For the last couple of days unfounded romours are being spread about 2nd VRS in BSNL.
General Secretary spoke to senior officers in BSNL and DOT and it is informed that there is no truth in these romours.
As such do not believe in fake news.
That is why BTEU has refrained from comenting on this issue so far

The National Executive Committee Meeting of Bharatiya Telecom Employees Union (BSNL) which was held on 28-29 August 2024 at Hyderabad discussion has taken place on the issues concerning the non executive employees and it was decided in the Meeting unanimously that a serious agitation has to be launched in order to get the issues settled. The Non executive employees are disillusioned and this union has been making every effort to get the issues resolved through dialogue with the management from time to time but the same are not being addressed in proper spirit by the Management.
As such the union is forced to launch the following agitational programme at BA/Circle Office / Corporate Office levels to get the issues resolved.
1. Dharna / Demonstration at all Business Areas on 19.09.2024
2. Dharna /Demonstration at all Circle Offices on 15.10.2024
3. Relay Hunger Fast at BSNL Corporate Office from 18-11-2024 to 22.11.2024.

सभी कार्यरत एवं सेवानिवृत्त बीएसएनएल परिवार के भाईयों/बहनों,
केंद्रीय कार्यसमिति की बैठक 28 एवं 29 अगस्त 2024 को हैदराबाद, तेलंगाना के वासावी गेस्ट हाउस में श्री वीवीएस सत्य नारायण (अध्यक्ष बीटीईयू) की अध्यक्षता में आयोजित की गई।
बीएसएनएल एवं उसके कर्मचारियों के विषय पर गहन चर्चा एवं वाद-विवाद के पश्चात सर्वसम्मति से निर्णय लिया गया कि कर्मचारियों के हितों के लिए राष्ट्रव्यापी सशक्त आंदोलन की आवश्यकता है।
चर्चा के साथ हमने Non-executive कार्यरत कर्मचारियों के समक्ष आने वाले निम्नलिखित प्रमुख मुद्दों को अंतिम रूप दिया, जो कर्मचारियों के लिए वर्षों से लंबित हैं/रोके गए हैं।
1. 3rd PRC का कार्यान्वयन, समतुल्य वेतनमान (जेई NE9 वेतनमान 35700 से ऊपर) एवं समतुल्य भत्तों के साथ
2. न्यूनतम वर्षों की अवधि अंतराल सभी कार्यरत कर्मचारियों के लिए बेहतर पद आधारित पदोन्नति प्रत्येक संवर्ग के कर्मचारियों की संख्यl संगठनात्मक Restructuring की समीक्षा। साथ ही, सुचारू अंतर सर्किल Rule-8, Spouse एवं दिव्यांग मामले के स्थानांतरण के लिए restructuring strength की समीक्षा।
3. एक निश्चित कम अवधि में वेतन बधहोत्री नीति, (ईपीपी) के अनुसार Non-executive BSNL recruitee के (एनईपीपी) नीति की समीक्षा।
4. मृतक कर्मचारी के लिए compensate आधार पर नियुक्ति की शुरुआत।
5. यूपीएस/ओपीएस योजना के तहत कर्मचारियों के लिए पेंशन।
6. 01.10.2000 को बीएसएनएल के गठन से पहले भर्ती किए गए सभी कर्मचारियों को केंद्र सरकार के कर्मचारियों का दर्जा और सुविधाएं प्रदान करना, जो बीएसएनएल में स्थायी कर्मचारी के रूप में काम कर रहे हैं/थे।
7. बीएसएनएल लागत पर एलआईसी कटौती और कर्मचारियों के लिए चिकित्सा&term बीमा पॉलिसी।
8. बीएसएनएल लागत पर Term बीमा में 1 करोड़ रुपये से अधिक कवरेज सीमा कर्मचारियों के लिए, विशेष रूप से युवा आयु वर्ग के कर्मचारियों के लिए कवरेज सीमा में 1.5 cr रुपये वृद्धि।
9. कार्यरत कर्मचारियों की आउटडोर/इनडोर चिकित्सा व्यय सीमा में वृद्धि।
10. कर्मचारियों के लिए छुट्टी यात्रा रियायत (एलटीसी)
11. कर्मचारियों का इंट्रा सर्कल सुचारू स्थानांतरण
12. सभी कर्मचारियों को दूसरा शनिवार अवकाश
13. प्रत्येक माह में महिला कर्मचारियों के लिए 3 दिन का विशेष आकस्मिक अवकाश।
14. सेवा सिम पर कार्यरत कर्मचारियों के लिए असीमित 4G/5G वायरलेस डेटा सुविधाएँ।
15. Non-executive कर्मचारियों के लिए हर 5 साल में मोबाइल प्रतिपूर्ति और व्यय सीमा में वृद्धि।
16. कार्यरत कर्मचारियों के लिए पारदर्शिता और प्रत्येक IQ के अच्छे रखरखाव के साथ ऑनलाइन IQ बुकिंग।
17. जेई के लिए ई-ऑफिस एक्सेस।
18. टीएसएम और कैजुअल मजदूरों के लिए Standard 7th CPC/3rd PRC वेतन।
19. 2004 से पहले भर्ती हुए कर्मचारियों के लिए ईपीएफ से जीपीएफ।
20. कर्मचारियों के लिए अन्य विभाग स्विचिंग के लिए एनओसी की सहज सूचना और ऑनलाइन प्राप्त करना, सूचना की संख्या को एनओसी के रूप में नहीं गिना जाना चाहिए।
21. कर्मचारियों के Dues की आसान प्रतिपूर्ति।
22. एनसीएम, एलसीएम और जेसीएम केवल कार्यरत कर्मचारियों के लिए और ये सुविधाएँ बीटीईयू के लिए
23. ओए/बीए/सर्किल स्तर पर बीटीईयू को मान्यता प्राप्त यूनियन की सुविधाएँ यानी कार्यालय, डेस्कटॉप, एफटीटीएच कनेक्शन और नेताओं के स्थानांतरण से प्रतिरक्षा।
24. बी.टी.ई.यू. के कर्मचारियों एवं नेताओं के लिए यूनियन गतिविधियों हेतु विशेष आकस्मिक अवकाश।
इस प्रकार, उपर्युक्त सभी मुद्दों के लिए, बी.टी.ई.यू., ए.आई.जी.ई.टी.ओ.ए. एवं बी.डी.पी.एस. सदस्यों के बीच समुचित समन्वय के साथ, बी.एम.एस. के पूर्ण समर्थन के साथ, निम्नानुसार, बड़े पैमाने पर राष्ट्रव्यापी विरोध का तीन चरणीय कार्यक्रम आयोजित किया जाएगा।
प्रथम चरण आंदोलन कार्यक्रम – 19-सितम्बर-2024 को, देश भर में बी.एस.एन.एल. के सभी व्यावसायिक क्षेत्र मुख्यालयों पर एक दिवसीय धरना, प्रदर्शन आयोजित किया जाएगा तथा संबंधित बी.ए. प्रमुख को ज्ञापन सौंपा जाएगा तथा उनसे अनुरोध किया जाएगा कि वे मांग पत्र को सी.एम.डी. बी.एस.एन.एल. महोदय को अग्रेषित करें।
द्वितीय चरण:- 15-अक्टूबर-2024 को सभी सर्किल मुख्यालयों पर एक दिवसीय धरना प्रदर्शन किया जाएगा तथा मांग पत्र मुख्य महाप्रबंधक को सौंपा जाएगा तथा उनसे अनुरोध किया जाएगा कि वे मांग पत्र को सी.एम.डी. बी.एस.एन.एल. महोदय को अग्रेषित करें।
तीसरा चरण:- 18-नवम्बर-2024 से बीएसएनएल मुख्यालय कॉर्पोरेट ऑफिस नई दिल्ली पर क्रमिक भूख हड़ताल की जाएगी। (दिवाली और छठ पूजा के ठीक बाद)
अगर एक सप्ताह तक मांगें पूरी नहीं होती हैं तो बीटीईयू बीएसएनएल की केंद्रीय कार्यसमिति आमरण अनशन शुरू करेगी।
(कार्यक्रम को सफल बनाने के लिए 15-18 सितम्बर दोपहर के भोजन के समय पूर्वाभ्यास के रूप में प्रदर्शन)

Meeting of Team AIGETOA and BTEU with Hon’ble MoC held today. BMS National Secretary Shri Ramnath Ganeshe Ji was also present. Discussions held on long pending HR issues including issue of standard pay scales of E2-E3, 3rd PRC, Pension Revision, Pending Promotions across all cadres, 30 Percent SAB, Revision of TA/DA/Allowances and Pension Revision etc. As directed, issue wise details were submitted to Hon’ble MoC. Hon’ble MoC assured for his intervention in settling out the long pending HR issues. GS AIGETOA conveyed that all employees are standing firmly for the growth and development of BSNL including the expeditious roll out of 4G. At the same time, we highlighted that employees of BSNL despite their commitment and dedication to the cause of the nation have been deprived of their basic issues of Pay, Pension and Promotions and requested for his blessings on setting the pending issues. Team AIGETOA/BTEU also presented Hon’ble MoC with Shawl, Bouquet and Momento.

Today Team AIGETOA and BTEU met Hon’ble Minister of State for Communications Dr. Chandra Sekhar Pemmasani Ji and had detailed discussion on the issues pertaining to employees especially those of 3rd PRC, Wage Revision for Non Executives, Standard Pay Scales, 30 percent SAB, PRMB,, TA/DA at par with current rates, Promotions in various cadres and Pay Fixation for non executives, Rule 8 Transfers, NEPP etc. We explained each issue in detail and the Hon’ble Minister also responded positively. Time and again we have been emphasising on the role of BMS in settling the issues and we once again firmly state that we will resolve all issues in due course. However, employees also need to come forward and extend full support to the AIGETOA and BTEU.

We are pleased to share that the General Secretaries and CHQ office Bearers of BSNLEU, NFTE, AIGETOA, SNEA, BTEU, AIBSNLEA and SEWA warmly welcomed our new Chairman and Managing Director, Shri Robert Jerard Ravi.
During the meeting, Mr. Ravi expressed his commitment to leading BSNL towards growth and success. He emphasized that BSNL will be servicing MTNL areas, particularly in the two major cities of Mumbai and Delhi, which generate the highest revenue across India.
Mr. Ravi set an ambitious target for us to focus on capturing a 25% market share and ensuring the company’s viability by March. He assured that all HR , 3 rd PRC issues will be thoroughly addressed to achieve these goals. he sought support and cooperation from all employees in achieving this goal.
Representatives from associations and unions expressed their full support and cooperation on achieving the target. However we emphasized that at the same time management must look into the pending HR issues of Executives and Non Executives pertaining to Pay, Pension and Promotions. The representives also highlighted that it’s high time that employees must get their dues and issue of 3rd PRC and Wage Negotiations for Employees must be settled now.
Mr Ravi expressed hope that with slight change in BSNL Revenue graph, management is open to settling the 3rd PRC as well as all the major issues related to Pay, Promotions and Pension of Employees.
Together, under Mr. Ravi’s leadership, we are confident that BSNL will flourish and reach new heights.
